Read: Why School Bus Stop-Arm Enforcement Programs Are Working
Sitestream, Safety Vision Partner with Connecticut City to Launch School Bus Stop-Arm Camera Program
The new enforcement initiative combines camera technology and violation management software to document illegal school bus passing, encourage driver compliance, and enhance student safety.

As Safety-Vision expands its reach through new deployments and partnerships, one new venture in the Northeast is set to enhance student safety around the school bus even further.
Safety Vision/School Bus Fleet
Sitestream, A Polaris Group Company, has announced a new program in New Milford, Connecticut, adding school bus stop-arm camera enforcement to improve student safety and deter illegal school bus passing.
The program will use Safety Vision camera technology installed on school buses to identify and document vehicles that illegally pass when a bus is stopped with its warning lights and stop arm activated. The goal is to create greater driver awareness, encourage compliance with school bus safety laws, and help protect children during loading and unloading.
How Does the Sitestream Solution Work?
The Sitestream solution combines specialized school bus camera technology from Safety Vision with Sitestream’s VESPA back-office violation and citation management platform for an integrated, fully managed program. Camera views document the deployment of the stop arm, the movement of the passing vehicle and identifying vehicle information needed to create a comprehensive evidence package for review.
When the system detects a potential illegal passing event, multiple exterior camera views capture and flag the incident for review. This approach helps ensure that potential violations can be carefully evaluated before enforcement action is taken.
A Look into the Partnership
Sitestream and Safety Vision bring complementary expertise to the program. Sitestream’s leadership has decades of automated photo-enforcement experience, while Safety Vision has deployed tens of thousands of camera systems for cities and school districts. Together, the companies provide an integrated camera, software, violation-processing and program-management solution focused specifically on student safety.
“There are few traffic safety situations more important than protecting a child who is getting on or off a school bus,” said Andrew Noble, president of Sitestream. “New Milford is taking a proactive approach to student safety. This program is designed not simply to identify violations, but to change driver behavior by creating greater awareness and consistent accountability around stopped school buses.”
Safety Vision Surpasses 15,000 Stop-Arm Camera System Deployments
This summer, Safety Vision announced that it had completed 15,000 stop-arm camera systems installations across more than 120 school districts in the United States, including a new 50-camera system for a district in Ohio. The company now offers self-managed programs in Colorado, Texas, North Carolina, South Carolina, Minnesota, New York, New Jersey, Virginia, Florida, and additional states.
Its cameras are now standard in all new school buses in South Carolina, with all footage routed to a single law enforcement agency that manages citations for the entire state. An estimated 800 systems are deployed across the South Carolina fleet.
