NAPT Announces Two New 2026 Regional Directors
NAPT announced the results of its 2026 special election, naming new regional directors for Regions 3 and 6.

Heather Free was elected Regional Director for NAPT Region 3, and Frank Marasco was elected Regional Director for the newly established Region 6 following the association’s 2026 special election.

The National Association for Pupil Transportation announced the results of its 2026 special election for Regions 3 and 6, conducted Jan. 13–14, following approval of 2025 bylaw amendments and recent leadership transitions within the association.
Region 3 Election Results
NAPT members in Region 3 elected Heather Free as regional director following a special election.
Free serves as a program administrator with the Ohio Department of Education and Workforce, where she works with education and transportation stakeholders statewide. Her background includes program oversight, policy implementation, and cross-agency collaboration.
“Heather brings a collaborative approach and strong understanding of policy and practice,” said Molly McGee Hewitt, NAPT executive director. “We look forward to her perspective on behalf of Region 3.”
Free was selected over candidates Katrina Morris, executive director of the Michigan Association for Pupil Transportation, and David Johnson, executive director of the Iowa Pupil Transportation Association. NAPT acknowledged their participation and continued contributions to pupil transportation.
The Region 3 vacancy was created when Melody Coniglio was elected NAPT president-elect in fall 2025.
“I appreciate all three candidates for stepping forward and congratulate Heather on earning the trust of Region 3 members,” said Coniglio, who also serves as NAPT nominations chair.
Region 6 Election Results
Frank Marasco was elected by acclamation as regional director for Region 6, which was newly established following approval of the 2025 bylaw amendments. Marasco ran unopposed and becomes the inaugural director for the region.
Marasco brings experience in pupil transportation leadership and advocacy and will represent Region 6 on the NAPT Board of Directors.
“Frank’s willingness to serve during the formation of Region 6 reflects his commitment to NAPT,” Hewitt said. “His leadership will support the region’s integration into the association.”
Region 6 was created to expand collaboration across borders, including continued engagement with Canadian partners.
“The creation of Region 6 strengthens representation and collaboration,” said NAPT President Keith Kaup. “Frank’s leadership comes at an important time as the region becomes part of NAPT’s governance structure.”
Looking Ahead
NAPT congratulated Free and Marasco on their elections and thanked all candidates and members who participated in the special election process.
The association said member engagement through nominations and voting remains essential to maintaining responsive leadership as NAPT continues to support safe and effective student transportation nationwide.
