Schools test hybrid buses for fuel efficiency

"Topsy-Turvy" tours the U.S.
PHILADELPHIA — A yellow school bus with half of another bus connected, upside down, to its roof, parked next to Philadelphia's City Hall on Tuesday. The bus, named Topsy-Turvy, was designed by Ben & Jerry Ice Cream’s co-founder Ben Cohen and was created by a San Francisco-based artist as a commentary on the federal government's spending priorities.
