RALEIGH, N.C. — A bill that is making its way through the North Carolina General Assembly would allow school districts to install cameras or video recording systems on school buses to catch motorists who pass while the buses are loading or unloading students.

The Nicolas Adkins School Bus Safety Act, named after a teen who was killed earlier this year as he was boarding his school bus, would also allow the footage from those devices to be used as evidence in prosecuting violators.

The bill passed in the House earlier this month and is now up for review by a Senate committee.

According to The News & Observer, Rep. Dale Folwell, one of the bill’s sponsors, said he is not sure whether any school systems would install the cameras, but the bill is designed to ensure that the cameras could be used.

The bill isn't meant to catch people. It's meant as a deterrent, Folwell told The News & Observer. "Our intention is to never have to write another ticket or have another incident.”

If approved, the law would take effect on Dec. 1 and apply to offenses committed on or after that date.
