15th National Congress on School Transportation

The 15th National Congress on School Transportation (NCST) convened in Warrensburg, Mo., May 16-19, 2010. Delegates revised the National School Bus Specifications and Procedures document, updating it from the 2005 version. The next congress meets in 2015.

The University of Central Missouri in Warrensburg hosts the NCST every five years.

Some delegates had to stand for their votes to be counted by the electronic receivers positioned at the front of the hall.

Terry Voy, at the podium, moderated debate on the floor during general sessions. Alexandra Robinson, seated to the right of the podium, chaired the committee that made revisions to the General Operations portion of the document.

The Illinois delegation set up a snack bar at their table, providing treats for delegates who stopped by.

Delegates received copies of the entire 2005 document with the proposed revisions to review before coming to Warrensburg.

For the first time in the congress' history, delegates voted electronically on revisions and amendments using remote control devices.

As the head delegates from each state place their votes, their corresponding numbers darken on the projector screen.

Nearly all 50 states were represented at the congress, which was chaired by Terry Voy (at podium), consultant for school transportation at the Iowa Department of Education.

Proposed revisions and amendments were projected on screens so delegates could follow along.

The University of Central Missouri is home to the Missouri Safety Center, which administers the NCST every five years and also offers school bus driver trainer courses.

Congress activities were held in the campus student union.
