2015 IC bus came in. Found out that the parking brake wont release unless you press the foot brake pedal. The parking brake valve does not get air supplied to it till you press the pedal. This does not seem right

Exactly what they are suppose to do. Safety interlock.

Yep, you got the option (required in some states). My two lift buses have it and every time I go to move one I have to force myself to mash down the brake pedal. Goes against how I was trained.
