What advice can you give about service animals riding special needs buses? Parent wants dog untethered on seat right next to child, says bus rumbling will make her too nervous and she'll keep trying to get on the seat. This dog is certified as a service animal, but maybe training didn't include bus-riding.

Offer the people in charge of the service animal training the opportunity to train on your bus(es). Otherwise, if your bus has enough room, the animal on the seat next to the student should be OK (unless your state has other restrictions). If you are going to use a "tether", have it fitted and checked out before you actually place it in service on a route. Just ask the parent(s) and student to come to your bus yard.
