I have a 09 International CE300 special needs bus. I am having a problem with the air brake lights, brake light work fine with key off or engine off but when the engine is running the brake lights stay on. I have replaced both brake light switches and the brake light relay in the side panel

is there a NO switch where a NC switch is or vice versa , when you removed relay was there power to pin 85 if so where does this power come from(this could be hooked through the ground also ( pin 86) how ever they wired it
wheel chair bus should have other switches installed into the braking system for the lift door and stuff also

OEM trained in wiring and all engine platforms for over 20 years

If the above don't work, pull the switch out and make sure you don't have air coming out of the hole. If so, you may need a foot valve.
