Apr 07 2008 The Palm Beach Post JUPITER — A school bus driver who reported smelling alcohol on a man attempting to board a school bus last week allowed the man to board the bus to Jupiter Middle School the next day with little questioning, according to a school police report of the incident.
Marian Simmonds told police she did not allow 21-year-old Shane Kelsey onto the bus last Tuesday after she said he smelled of alcohol, she did not recognize him and he did not have proper paperwork. The next day, Simmonds asked Kelsey where he went to school. When he replied that he attended Jupiter Middle, he boarded the bus and took a seat near the back, according to the police report. Kelsey, who lives in Melbourne Beach but was staying with his father in Tequesta, suffers from severe neurological damage after using drugs in college, his father told police.
Simmonds later told her supervisors that she permitted him to board because it was his "second effort to attend school" and because he "blended in the crowd." It was "Funny Hat Day" at Jupiter Middle and Kelsey was wearing a red, white and blue cap, according to a transportation department incident report.
Simmonds told police she was frightened by Kelsey and drove faster than usual to get the students to school. ...
