I came across a .pdf file on CCSD's homepage called "School Start Time Slideshow." I was reading it, and it seemed like all the start times are because of the school buses. So that answered the question on "Why does school start when it does?" I'll put some of the stuff that was in the .pdf file so you don't have to download it. Another option is to use CAT (Citizens Area Transit-city bus) which they have been thinking about for a few years now (Only High School bus riders).

My answer is that it has to deal with the buses and the buses route. The longest route that Torrington has is at TMS (Torrington Middle School) - Bus 1 an hour and 5 minutes long, the driver only has one route. But this is how the Torrington Bus system works:
Torrington operates on a 3-T system:
Buses 19 to 34, 38, 50 & 51 (6:05-40 to 7:10-7:15 AM, 2:15 to 2:50 or early PM) Torrington High School 7:25 to 2:06
Buses 1-27, 35, 50, 52-53 (6:40-7:40 to 7:50-8:00 AM, 2:55 to 3:15 time differs PM) Torrington Middle School 8:02-2:49
Buses 2-38, 50-53 (Before or After 8:15 to 8:40-9:00, 3:20-3:30 maybe later or earlier) East, Forbes, Southwest, Torringford, & Vogel-Wetmore Elementary Schools 9:00-3:20/3:30
