I came across a .pdf file on CCSD's homepage called "School Start Time Slideshow." I was reading it, and it seemed like all the start times are because of the school buses. So that answered the question on "Why does school start when it does?" I'll put some of the stuff that was in the .pdf file so you don't have to download it. But you can if you want on the link below.
http://ccsd.net/news/pdfs/11232005-1132764227.pdf (Current as of November 23, 2005)
Fleet Facts 1,279 School Buses 1,116 Bus Drivers 5 School Bus Yards 1,110 Routes Everyday 19,374 Bus Stops $60 Million Annual Budget
Typical Bus Driver Daily Schedule 5:45 A.M. - leave bus yard 6:15 A.M. - 6:45 A.M. high school morning route 7:05 A.M. - 7:40 A.M. middle school morning route 8:00 A.M. - 8:40 A.M. elementary school morning route 11:00 A.M. - 11:45 A.M. kindergarten run 1:20 P.M. - 1:50 P.M. high school afternoon route 2:10 P.M. - 2:35 P.M. middle school afternoon route 3:00 P.M. - 3:50 P.M. elementary afternoon route 4:00 P.M. - 4:45 P.M. activity bus run 5:00 P.M. return to bus yard
How much does a Bus and a Place to Park cost? One Regular Type D School Bus=$110,000 One Bus Yard=$33 Million Dollars Each Getting a child safe to school=Priceless (that last one wasn't in the .pdf)
To start High School a few hours later... They would have to buy 440 more School Buses Another option is to use CAT (Citizens Area Transit-city bus) which they have been thinking about for a few years now (Only High School bus riders).
CAT's Fleet VS. CCSD's Fleet CAT -49 Routes -305 Buses -150,000 Passengers -Major Street Stops CCSD -1,110 Routes -1,279 Buses -100,000 Passengers -Unmarked Bus Stops
To Free Up More Buses... -Increase the walking distance 1/2 mile more. -Frees 76 School Buses -Current walking distance is 2 miles -Unhappy parents |

My answer is that it has to deal with the buses and the buses route. The longest route that Torrington has is at TMS (Torrington Middle School) - Bus 1 an hour and 5 minutes long, the driver only has one route. But this is how the Torrington Bus system works: Torrington operates on a 3-T system: Buses 19 to 34, 38, 50 & 51 (6:05-40 to 7:10-7:15 AM, 2:15 to 2:50 or early PM) Torrington High School 7:25 to 2:06 Buses 1-27, 35, 50, 52-53 (6:40-7:40 to 7:50-8:00 AM, 2:55 to 3:15 time differs PM) Torrington Middle School 8:02-2:49 Buses 2-38, 50-53 (Before or After 8:15 to 8:40-9:00, 3:20-3:30 maybe later or earlier) East, Forbes, Southwest, Torringford, & Vogel-Wetmore Elementary Schools 9:00-3:20/3:30
