4/3/2008 - Tulsa World, OK By NORA FROESCHLE World Staff Writer
GLENPOOL -- "The courts say that video of kids on a bus is considered student information under [Family Educational Rights and Privacy Act] FERPA," [Doug Mann, the school district's attorney] said. "We have an obligation to tell all the kids on this videotape that this has been subpoenaed. We have to have permission or waiver from every kid's parents."

What a deceitful way to deny evidence. Even blurring the faces of those participating in a crime and any in the area is not required in some states. Based on officials responses would think it also likely the parent was discouraged from filing a complaint with police. That school is hiding something they do not want the community and perhaps these days the nation to be aware of. Seems that adult malbehavior itself has brought about more attention than cooperation to provide known evidence would have. Interesting to see how the court deals with this school. Anything could happen these days. (jk)

From the story: Dalton's mother, Aimee Woodring, said "We believe if some action is not taken against these boys they will keep bullying smaller kids at school. This as been going on for a year with no action on the part of the school to stop it. These boys are old enough to know this type of behavior is wrong. But if someone doesn't do something, it will just keep on happening because they are not made to accept any responsibility for their actions."
"I want charges against them to be filed and the matter to go to court. As least that way, they will realize there is consequences for their actions."
Glenpool Middle School Principal Danna Garland said "We took immediate, disciplinary action, actually rather stiff action, the next day after the incident was reported. It was dealt with in the most appropriate manner possible." Garland said she could not reveal what disciplinary action was taken.
The target was exposed, but the bullies are protected? I'm with the injured child's parent on this one and glad the law supported that the evidence must be turned over. Bullies can not be dealt with by giving them rights they denied their targets. (jk)

Weekend Report 2 teens charged in Glenpool school bus incident
By Staff Reports
Apr 25 2008 Tulsa World A 14-year-old and a 16-year-old have been charged with assault and battery stemming from a January incident on a Glenpool school bus.
The charges against the boys, whose names were not released, were filed Thursday, said Susan Witt of the Tulsa County District Attorney's Office.
The teenagers are accused of assaulting Glenpool seventh-grader Dalton Woodring. According to a police report, the victim was "punched in the head by one subject and possibly burned with a lighter by another" on a Glenpool school bus on the afternoon of Jan. 31.
On April 14, Superintendent Kathy Coley provided Glenpool police with the school bus' security videotape, which the police department requested from the school district in February.
The case will be heard in Tulsa County Juvenile Court, Witt said.
