WORCESTER, MASSACHUSETTS— Less than a month after he was convicted of exposing himself to young girls and ordered by a judge to stay away from children, Juan Vazquez was back in court yesterday, arraigned on a new set of identical charges.

The 59-year-old Brierway Drive man was held without bail in Central District Court yesterday pending a final violation of probation hearing. Mr. Vazquez was arrested Tuesday evening after police received separate reports of a man exposing himself to young girls in the Harlem Street and Granite Street areas.

Two girls, 10 years old, told police they were dropped off from a bus around 4 p.m. in the Harlem and South Ward streets area after attending a summer school program. A white Toyota Camry pulled up next to them and a man inside asked for help, police spokesman Sgt. Gary J. Quitadamo said.


“He asked them if they could help him,” court records said. “They asked him with what?”

The man allegedly replied, “With this,” and exposed his genitals. The girls ran away, but the man followed in his car.

While officers Scott D. Calhoun and Shane Marcotte were taking a report from the girls’ mothers, Officer John Dowd was told by another girl a man had just exposed himself to her in the Granite Street area. The description of the car and the driver was the same as in the earlier incident, Sgt. Quitadamo said.

This time the man pulled up near the girl, got her attention and exposed himself.

“Hey, you like this, you like this,” the driver allegedly said. Crying, the girl ran to the nearest adult who brought the distraught child to the officer.

Officer Marcotte was familiar with incidents on Monday in which a man in a white 2000 Toyota Camry exposed himself to young girls. He released a “be on the lookout” alert for the car, which Officer Daniel J. Gilbert found on Dorchester Street.

The driver, Mr. Vazquez, was identified by the girls as the man who exposed himself.

Police are investigating whether Mr. Vazquez is the man who exposed himself to a young girl Monday near Vernon Street and to a group of girls walking near Vernon Hill School.

Mr. Vazquez was charged with three counts of enticing a child under 16 years old and two counts of open and gross lewdness in court yesterday. Bail was set at $5,000 on those charges. He will return to court July 20.

On June 2, Mr. Vazquez was placed on probation for two years and ordered to undergo sex-offender counseling after being convicted of trying to lure young girls into his car while committing lewd acts. He was found guilty of two counts of enticing a child under the age of 16 and three counts of open and gross lewdness in Central District Court.

Mr. Vazquez was also ordered to undergo a sex-offender evaluation and any counseling recommended by the Probation Department, to have no unsupervised contact with children under the age of 17 and to provide authorities with a sample of his DNA.

Authorities said Mr. Vazquez did not have a designated sex offender level since he was still undergoing evaluation.

Court records show police went to a Barclay Street home Feb. 7 and met with a mother who told them two young girls, ages 7 and 10, had encountered a man in a white sedan. The man tried to get them into his car while they were playing outside.

The girls ran away but saw the man committing lewd acts inside the vehicle.

Mr. Vazquez was identified by the girls as the man, records said. He was also found guilty of an open and gross lewdness charge stemming from a Feb. 6 incident in the Hamilton Street and Fairmont Avenue area, according to court records.

A female victim said Mr. Vazquez called to her and exposed himself while inside his car.

Worcester public schools Safety Liaison Robert F. Pezzella yesterday urged parents to meet their children at the bus stop in the afternoon or arrange for someone else to meet them. “They have to have appropriate supervision waiting at that bus stop,” he said.

Although it would not have made a difference in this situation, Mr. Pezzella also urged parents to be aware of sex offenders in their community. The school district will not release names of local sex offenders, but there is a link from part of the district’s Web site ( www.wpsweb.com/administration/safety/default.asp) to the state Sex Offender Registry Board. Residents can also learn about local Level 2 and 3 sex offenders (Level 3 offenders are considered most likely to re-offend) by filling out a request at the Police Department.

I'm not entirely convinced that nudity itself is necessarily criminal - it's the behavior that accompanies the display some put on that warrants intervention. But child abductors go beyond simple nudity and often have the bulk of the rights to fair and humane treatment when caught - and when caught again, and again, and so on. Kids and society are left to the whims of these predators. My thanks goes to the ACLU, NAMBLA, and the like - but more so to politicians and the courts that seem to cater to voters needs when campaigning, then to special interest needs when in office, and ultimately cater to child predators and the like. As you know one state is under fire for enacting a law that results in forcing child predators to leave the state. In the teen years the entire issue can become muddy - so much about sex commercialized in the media promoting teen involvement and even a Supreme Court Judge advocating for sexual privacy for children as young as twelve years of age. But very little to nothing is muddy about outright abduction, rape and murder, and regardless of the ages involved. In the most perverse cases I would not object to a law that forces child sex abductors to leave life. There seems no major nationwide attempt to make such a permanent outcome happen to child abductors, serial killers and the like. To the contrary, The ACLU and other special interests make a fortune from tax dollars defending these freaks of nature. And the media searches these freaks out for exploitation and notoriety in the press, all too often ending with some sort of plea toward understanding these so-called sick people with a possible cure someday where none has been found for the many that attack young children. Catching a freak in the fantasy/prepping stage - maybe these can be diverted - but once these sorts cross the line, abduct, rape and murder, simply then can find no issue concerning what should happen next. Permanently removed from the living remains an old-fashion absolute cure that has yet to fail the young and society alike. An effective closure issue for the young and their family is the absolute assurance that a captured sexual predator will not abduct, rape and murder again. (jk)

why are things like this allowed to happen?

I was unable to access the link in your thread, but frequently this is allowed to happen because the police do not take care of business. When it comes to this low-life son of a witch, however, the prosecution probably has enough evidence to hang him anyway.
