For example, Finney says if a school administrator receives information that some middle-school students are harassing elementary school students on their way to or from the bus pick-up point and the conduct is causing the young students to be apprehensive about riding the bus and attending school, the school administrator may take disciplinary action. However, when the misconduct occurs away from school in circumstances where there is no apparent connection to the ride on the bus or significant impact on the welfare of the students at school, administrators may not have authority to take disciplinary action.
