Would be interesting to know the real details. What the driver could or couldn’t see, etc. While this looks more like an urban crossing, I have crossed rural crossings where you just couldn’t see more than 200 or 300 feet.
To a point, the story does oversell the image a bit (slow news day, perhaps?). While not "inches from the train", the bus did make it far enough ahead that its mirror brackets blocked the crossing gate.

On a side note, this goes to remind all vehicle drivers how important it is to not forget the obvious (forest for trees); after looking to find a crossing clear of trains, are the signals off and gates up as well?
