06 BB Vision- stop arm motor engages for a second every minute or so with the bus not running. Any ideas what's causing this?

electric??? If so the motor is going bad. It's not parking. Either that or something else is keeping it from parking. Like behind the stop sign.

Yes it is electric. There's nothing behind the sign, guess i'll try swaping out the motor. Can the clutch keep it from parking?
