Have any of my fellow California techs ran into this issue? My CHP inspector will not certify any of my buses that have battery cutoff switches because it disables the child check mate system. His claim is that it is an external device that can deactivate the system and therefore it is not compliant. The only thing I can find in title 13 is "The device shall not be equipped with any method to deactivate the device except as provided within this section." The cutoff switch is installed by the manufacture and not part of the device, so that sentence is left open for interpretation in my opinion. Any comments, questions or input is appreciated.

I feel this officer needs to be instructed by someone who can explain that this is a safety device to disconnect the batteries. It will assist emergency response teams in the event of fire, to avoid fire as well as disable the bus in the event of hijacking. It is no different than disconnecting the batteries. It is also not used by drivers to power down the bus under normal conditions. I doubt most drivers are even aware it exists. It is also not a normal part of post trip inspection routine. I would contact your state specialist and have them provide instruction to this over zealous individual.
