I have a 2004 IC bus with a DT 466E and a Allison 3000 series transmission . I have removed the starter to access the Converter nuts .Is there some plate to remove to get to the nuts better and where is it ?

There should be a removable tin plate above starter in bell housing

As slippery said, there is a removable plate above the starter. From there I use a 15mm socket on a swivel adapter. There probably is blue thread locker on bolts so an air ratchet is your friend.

a swivel adapter on these drives me nuts. I try it each time, and just before I go insane, I loose the swivel and grab a shorter extension and a short 15mm socket.
