Gov. Nikki Haley approves legislation that allows South Carolina school buses to be equipped with digital video recording devices to document vehicles passing illegally. Stop-arm safety advocate David Poag says that "the use of video surveillance in enforcement efforts will ultimately make motorists think twice before passing a stopped school bus."
Georgia district sees 42% drop in stop-arm violations

In two years, illegal passing of Marietta City Schools buses decreased from 192 reported incidents in a day to 112. Since the district equipped 12 of its buses with stop-arm cameras last year, police have issued 830 citations.

U.S. Rep. Bruce Braley (D-Iowa) introduces legislation in the House of Representatives that would set minimum penalties nationwide for stop-arm running. The bill would also mandate that all states require background checks for school bus drivers, and it would create a school bus seat belt demonstration program, among other measures.

The New York School Bus Contractors Association joins the New York Association for Pupil Transportation in supporting Operation Safe Stop, which promotes school bus safety education and enforcement in New York state. The contractors association uses the occasion to support a New York senator’s bill that calls for increased illegal bus-passing penalties.
Stop-arm camera program cites nearly 300 in 3 months

The enforcement program, which currently has cameras on 25 Montgomery County Public Schools buses, launched in January and is set to expand. Of the 272 citations that were issued to motorists illegally passing school buses during the first three months of operation, 128 have been paid.

After a student was within “inches of being hit” by a motorist passing one of her company’s school buses last fall, Kathleen Both, owner of M.L. Bradley Ltd., took action, working with the city of Ottawa and industry organizations to launch the “I Stop, You Stop” campaign. Road safety signs have been posted throughout the city, and a stop-arm camera pilot program is underway at her operation.

Charles Albertson, a bus driver for New York's Wappingers Central School District, was named the Dutchess County Traffic Safety Board and Mid Hudson Transportation Supervisors’ Association's School Bus Driver of the Year last week. Meanwhile, the state conducted its annual Operation Safe Stop initiative, bringing together school bus operations and law enforcement agencies to ticket drivers who illegally pass school buses.

Bill to increase bus-passing penalties approved by New York Senate

Senate Bill S.1878 would amend current law by adding a 60-day driver’s license suspension when an individual is convicted two or more times of passing a stopped school bus within a period of 10 years. In late March, the bill was sent to the New York State Assembly’s transportation committee for consideration.

The Calgary City Council wants to expand the areas where school buses can activate flashing safety lights or stop signs to halt traffic while children are unloading or boarding, since current bylaws only allow buses to use safety lights in some areas in the city. The issue was raised last month when a 7-year-old boy was struck by a car after unloading from a school bus.

8-year-old hit by teen driver passing bus

A Ponte Vedra Beach, Fla., girl is seriously injured when a 17-year-old driving a pickup truck illegally passes her stopped school bus and strikes her. The girl is taken to the hospital, but a local news source reports that her condition is improving.
Bill would allow stop-arm cameras on Alabama buses

Under the legislation, local school boards would be permitted to authorize the use of the technology to capture motorists who illegally pass buses. The fine for a stop-arm violation under the legislation would be a maximum of $300 for the first offense, $750 for a second offense and $1,000 for each subsequent offense in a five-year period.

Under the new law, as of the 2016-17 school year, all school buses in the state will have to be equipped with external cameras to capture evidence of illegal passing. Up to $5 million will be appropriated to reimburse school districts for 100% of the costs of the video surveillance systems.
Mother bringing child to bus passes illegally, gets citation

The Ohio mother passes the bus while it is stopped, with its lights flashing and stop sign activated, to pick up another child for school, and police cite the woman. The bus driver says that she had stopped at the child's home, but the child was not ready, so she continued on her route.
Indiana stop-arm camera bill dies in Senate

The sponsor of the bill, Sen. Michael Crider, didn't offer the bill for a second reading on Monday, so it couldn’t receive a final vote in the Senate by the Tuesday deadline. Some senators had concerns with how contracts between school corporations and camera enforcement companies would be arranged, which was one reason why Crider didn’t make it available for another reading.

Texas district to equip buses with stop-arm cameras

The Georgetown Independent School District and the Georgetown Police Department partner with road safety camera provider American Traffic Solutions to crack down on illegal passing of school buses. A statewide survey in Texas last year found 9,825 instances of stop-arm running in one day.
Redflex: Stop-arm running caused 15 crashes in 2013
