Retiring Sen. Tim Cullen asks colleagues to continue working toward mandating seat belts in new school buses after his bill fell short of making it to the Senate floor for a vote last session. The president of the Wisconsin School Bus Association testified against Cullen's bill during a hearing late last year.
District changes safety policies for special-needs students after driver arrest

Canyons School District in Sandy, Utah, will no longer allow bus drivers to buckle and unbuckle seat belts and restraints after a former bus driver was charged with allegedly molesting two special-needs students. The district will also randomly select buses and review security video daily, as opposed to only when concerns are raised.
Iowa updates school bus spec rules

Among changes to the state's school transportation equipment specs are requirements for remote-controlled mirrors, fluorescent seat belts for drivers, and fire block upholstery in all seating positions. Lap belts are no longer allowed on new school buses in Iowa, except for use with child seats.

Ohio Reps. Tom Letson (D-Warren) and Roland Winburn (D-Dayton) introduced H.B. No. 578 following news that students were injured in a school bus crash last week in Montgomery County. The bill would require all school buses built or refurbished after Jan. 1, 2016, to be fitted with seat belts and for school districts to adopt a policy that addresses the failure of a student to wear one.
Congressman pushes school bus safety 'overhaul' bill

U.S. Rep. Bruce Braley (D-Iowa) introduces legislation in the House of Representatives that would set minimum penalties nationwide for stop-arm running. The bill would also mandate that all states require background checks for school bus drivers, and it would create a school bus seat belt demonstration program, among other measures.
Residents in Massachusetts town approve seat belts for buses

Residents in Marshfield pass an article that requires all school buses used by the local school district for regular routes, sporting events and field trips to be equipped with three-point seat belts, starting in 2016. Resident Stephen Lynch, who brought forth the article, says that students will not be required to wear the belts, but they would “have the choice to be protected.”

HSM working on ‘next generation’ of school bus seating

Iowa bill would require seat belts on new school buses

School buses ordered for purchase on or after July 1, 2014, would have to be equipped with the belts, and drivers and passengers would be required to use them under the legislation that was recently introduced. A violation of the seat belt requirements would result in a $50 fine.

The new position paper elaborates on the state directors association’s recently updated stance on lap-shoulder belts — fully supporting their installation and use in school buses. Students to be transported on buses with seat belts after accident

Starting with the 2014-15 school year, the buses used at Pembroke Hill School in Kansas City, Mo., will be equipped with three-point seat belts, and a monitor will be on board to make sure that the students are strapped in. Officials make the decision after 22 students were injured last year when their bus tipped onto its side en route to a camp.
Positive experiences with seat belts

In the debate on whether seat belts are a good fit for large school buses, it seems that the best insight comes from those who actually have experience with the restraints in their fleet. SBF Executive Editor Thomas McMahon hit the road in November to visit Buellton USD and another district in Santa Barbara County, Goleta USD. Both had interesting perspectives to share about their fleets and the environments in which they operate.

NASDPTS bolsters support for lap-shoulder belts

The state directors association had previously expressed its support for lap-shoulder belts if funding is made available. At the annual NASDPTS conference, the board strengthens its position by dropping the funding clause. Safety topics were the focus of many conference sessions.

Virginia legislator calls for school bus seat belt study

Del. Scott Lingamfelter introduces a resolution that calls for the Joint Legislative Audit and Review Commission to study the effectiveness of requiring seat belts on school buses in Virginia. Among other tasks, the commission would have to consult and summarize the findings of past and current studies on the effectiveness of requiring seat belts on school buses and solicit input from each local school board on the effectiveness and cost of requiring the belts on every yellow bus.
4 school bus seat belt bills under review in Massachusetts

State directors to develop training guidelines for seat belts

In response to NTSB recommendations, NASDPTS says it will develop guidelines to assist schools in training bus drivers, students and parents on “the importance and proper use” of various types of school bus seat belts. The state directors association says it will also develop educational materials on “lap and shoulder belts providing the highest level of protection for school bus passengers” — another NTSB recommendation.
NHTSA issues final rule requiring seat belts on motorcoaches
November 21, 2013
The rule, which amends FMVSS 208, applies to new over-the-road buses and to other types of new buses with a gross vehicle weight rating greater than 26,000 pounds, except transit buses and school buses. Requiring seat belts could reduce fatalities by up to 44% and reduce the number of moderate to severe injuries by up to 45%, according to NHTSA.
