Looking for the ambient air temp sensor location on 2012 thomas freightliner special needs bus shows outaide temp as 32° when its 90° plus

It's a 2897332. It's a Cummins part but is not technically part of the engine. Your ESN shows the following:

PH9178 Pressure Temperature Sensor Arrangement
Customer to purchase the temperature/barometric air pressure sensor pn 2897332 in bulk supply from Cummins.

So, as I said, it is a Cummins part but is on the Thomas side, same as the DEF systems and the earlier ATDs.

shows 32 when it's over 90?

Are you sure this isn't just set to Celsius? That's pretty close:
32 C = 89.6 F
