 Oil leaking from water pump?

Hello, I am working on a 2003 IC RE DT-530. Driver said bus was leaking oil badly. Put bus in air and steam cleaned the hell out of it (Front cover region and back). Started bus and ran at 1300 rpm and looked for the leak. The leak was behind the water pump at the very bottom two bolts. So took bolts out and they were not wet. Put RTV on them and stuck them back. Could not see oil leaking from anywhere else farther up. It is leaking oil at the water pump. Is this normal? Has this happened to anyone before? Any help will be appreciated.

Well took bus out on test drive and oil blew all over the front cover of the engine. So I pressure washed it again and now it does not leak at idle of 1600 rpm. It will only leak while driving out on roadways. Could this be a bad crank seal? Cannot find source of leak while bus is still only while driving does it leak badly. Thanks.

check the oil pump housing/cover bolts, i've had them loosen & seen some missing, eventually it will suck air and prevent the engine from running

it's the same cover with the front main seal behind the crank pullys

Yes probably flinging oil off the vibration damper but you’ll see it elsewhere too, not just the water pump. The fan will blow it around too. Just FYI for anyone interested, two areas often overlooked for source of other leaks are the rear cam seal which shows up as a leak high up on the right side seam between the flywheel housing and block. The other can be oil or coolant or both which shows up at the right side front seam between the rear half of the front gear cover and block. Most often this is coolant only and requires removal and sometimes replacement of both gear housings.
