.040" is when you need to service the king pin, or considered excessive play.

Your raise the bus until the front wheels are off the ground. You can place a floor jack under the steering knuckle and raise it slightly and insert a feeler gauge between the axle and the knuckle.

The prefered method is to attach the magnetic end of a dial indicator to the axle and the dial to the top of the steering knuckle. Zero the indicator then pry up on the knuckle and record your readings. .010" is what you want at rebuild, more the .040" is when you need to rebuild. This is just for vertical play

For bushing play you would move the dial indicator to the bottom of the knuckle at the bushing area and move the wheel in and out. Replace the bushings if play exceeds .015" If you don't have a dial indicator you can check the bushings by raising the bus and locking the brake pedal down or have someone hold the brakes on. Push and pull on the tire at the top. If the bottom of the tire moves in or out more the 1/8", the bushing are worn. The brakes must be applied so you don't get bearing play.
