On a 2006 RE BB with a Cat C7 the power steering fluid came out of the top of the fluid tank, and the fluid still in the tank had lots of bubbles in it. Any suggestions on why?

Sounds like the pump is sucking air. It may be possible to just replace the seal. Depends on your needs and budget.

Also check any hose clamps that might be on the suction side of the pump....

this just happened to me today. changed a steering gear in a 2000 int. re. id fill it, the reservoir would drop down, and when i shut off the motor id get a foam geyser. another example of how helpful this forum is. couple clamps may have been loose and im not positive i was sucking air, but at least i had something i could look up for quick hints.
