I wonder if I am the only one with this problem . I have 2 or 3 IC buses . Both conventional and rear engine . mostly middle teens (04-05) drivers and students will lower them but some of them won't go up all the way . They stop one click before closing .We have tried prying and hammers and nothing will close them . One I had to remove the assembly take it apart and reassemble with it closed completely One driver has hers marked not to put down .I can see what's wrong but is there a fix ?

The below is a common issue but your description doesn't quite sound like the same problem.

"DESCRIPTION

Passenger split sash windows that are hard to slide and exhibit latching issues may have the plastic slide broken loose and out of position causing the window to bind.
NOTE

Windows should be closed using both hands and closed with sufficient pressure applied to compress the upper seal allowing both latches to fully engage the side extrusion. Alternate methods used to close the passenger windows can result in damaged latch tips or an appearance of a crooked window."

No it's not that . It's the top of frame on lower window and bottom of frame on upper window hit in the middle . I shuts but leaves about 1 1/2 inches from the top . Drivers are taping up that space because no one can move the window the rest of the way up.

It's an epidemic. I have no cure either.

Even if you get them up, they will usually fall back down that 1" or so on route.

It's a faulty design that IC will not remedy.

Our IC rep here in Georgia suggested cut the seal at the top of window, such as long ways on the seal. Front to back with a razor blade. So far it has helped with our window issues

DougBier We have had similiar issues with our 05 FE buses due to poor engineering of the roof of all things. The window frames have 2 different types of Escutcheons. When the roofs were installed on the buses often they were just a bit to long (side to side) and IC found out that once the windows were installed they would not open to allow a full 12" opening as required by federal standards. The windows would open far enough but the drip rial (rain gutter) was to low so the opening was less than 12". IC had to repair many buses at the assembly plant as well as Dealers. IC had a "top notch" crew (dont laugh, they were the best they had) go around the country fixing windows as well. IC's fix was to make the bottom frame of the top (sliding) window about 3/4" smaller. This allowed for the window to go down just a little farther and giving the window to rain gutter an opening of 12". We have found 2 different type of window frames on the same bus (different side to side) because the rain gutter was lower on one side than the other. Just look at several 05 buses and you might just see the difference.

What does this have to do with windows not closing you might ask. Here is a little more info. When the window bottom Escutcheon were made smaller they had to remove one of the mounting screw that held the part to the vertical parts (sides) of the window frame. Now they had less material in them and they can easily bend and twist just a little. When this happens it can cause the parts to catch on each other and prevent the window from closing completely. Also since it is not as strong we have students lean on windows causing the frames to bend and thus hitting each other. Drivers closing the windows from the out side pushing upward and inward (by hand or broom) has caused this as well. We usually try push the frame away from each other by pushing on the glass. This often will work but we have on occasion had to take the windows out and repair / replace the bent parts. Also we have been able to close the windows by pushing outward on the windows with the palm of our hands while holding the window latches open. This does not correct the problem but it allows them to close. We carry all the needed parts since we have 23 buses with this issue. The Glass can brake by pressing on it but we have yet to brake one. Good luck..
