 VT 365, no fuel pressure

We have two VT 365's that are not building fuel pressure, one is at our shop the other is at our International dealer.
We have replaced the fuel pump, checked the idler gear and watched it turn while cranking the engine be we put the new pump in. The fuel tank is full. The bus just stopped running while it was being driven. The new pump is not drawing fuel from the tank. I took the delivery line off the top of the tank, pressurized the tank and fuel came out of the port on top of the tank. We tried to get fuel through the lines while pressurizing the tank, but we are losing pressure through the return line. This is where we stopped Friday.
Our next step will be to block off the return line and re-pressurize the system to see if we get fuel flow.
The dealer is stumped as well.
Anyone have any thoughts?

Update, After 3 hours this morning, we finally got it started, we had to take the inlet line off of the right head and presurize the system to get it started.
The other one at the dealer has low compression, needs an engine.

Have mentioned I don't like these motors.

It seems that as long as we keep pressure in the tank the bus will run. Once the pressure is gone the bus quits, it just runs out of fuel.

Ron, do you have fuel dilution in crankcase?

No Bj, Problem solved. Fuel pressure regulator. The top fitting facing forward on the fuel filter canister is the fuel pressure regulator. It should maintain 50 psi. Ours was zero. We put a new canister on because we had one here in the shop and after priming it started and ran.
There is a tiny rubber seat on the valve that was distorted. The regulator is a replaceable item.

I still don't care for a VT 365.
