I have an 03 International with a 466 that keeps coming up with a low icp code (333) but only when the engine is warm and under a load. When desired ICP is 3200 I'm only getting around 2900. I tested the pump and regulator and it creates around 4500 when cranking. That told me the problem is under the valve cover. After replacing the injector o-rings with OEM, it still has the same issue. Could an injector cause low ICP and if so, how do you find out which one? Anything else I should be looking for?

You could hook shop air to the oil fitting and inspect the injectors. Look for air leaking from one of the injector heads.
