 Students Burned by Coolant on a Bus

OK, I'm wondering how this happens. I can't imagine how coolant (they call it radiator fluid) got on a student unless it was from a heater hose. Further, what kind of state wouldn't require all vehicles carrying students (no matter if they are public school or private) to be inspected? I hope all is well with these students (sounds like they will be) but I would require some answers if I were a parent.

I've only seem this once before, the kid got the cushion unlatched and flipped up, then decided to stomp in the heater core. Mommy and daddy got to pay for that.
