 voltage but no amperage

I have a 2005 bluebird, the ammeter is reading positinve 30ish at first but slowly goes into the negatives. But the voltage remains at 14V. If I apply a load via turning on all the switches and everything power consuming nothing happens. But if i use a VAT40 and hook it to the batteries then put a load on it the amps jump to 50-60 and hold steady. I have replaced the current senor, ammeter, and the voltage regulator. We have pretty much ran out of ideas.

If they are Actia gauges you have to calibrate the gauge.
