Fraud and failure to honor warranties against who?

I read articles regarding the Hillsborough purchase... pretty contentious between Blue Bird and Thomas.

So a legal finding against the Blue Bird Wanderlodge division committed 8 - 10 years ago had an impact? Doubtful.

Given that standard Thomas, IC, and Blue Bird have recalls, legal decisions, and so on against them.

" committed 8 - 10 years ago had an impact? "
No --- Fraud verdicts November 2010 Mich and 2013 Florida. Aspects of the case still ongoing. (Same management)

Reading comprehension issues?

Verdict was for acts committed 8 - 10 years ago by the non-school bus division which no longer exists.

Based on the dozen or so posts you have I see you have an axe to grind with Blue Bird management.

Frankly, the district would probably be OK with either TBB or BB. Both have their finer points and both have/had their issues. Seems the issue was with the cost analysis software used by the consultant.
