I will say Yes....If they don't they usually won't working correctly..My IC dealer verified that when I ask them myself... if you close it by hand, it should open without stopping or sticking...Kind of like the VGT turbo bounce test...if you have ever done that...
Also My dealer tells me they replace a lot of the ITV valves
yeah i have done the vgt test it doesnt move like that it moves a little then u feel it almost click a little then i moves some more then clicks it no where near a smooth as if u do a vgt test no bounce back it stays where u put it
