 International 444e Idler Pulley Problem Quick Fix?

I have a 2000 International 444E The belt broke due to the Idler pulley had froze up. I bought a new pulley and went to install it and the bolt will not tighten. The old one was just resting there when I removed it. I'm thinking the thread wholes are stripped out. Is there a easy work around fix? There is not enough room to get in there with a drill and use a Helicoil re thread kit. (Pulley is on left lower side right above water filter).

I'm a driver not a mechanic LOL... (Owner/Operator)

The lower left idler pulley bolt should thread into the water pump casting, if the threads are indeed stripped, water pump could be removed and replaced or repaired.

Why yes, the ORIGinal CHARGER is a Fastback

Is there a work around besides pulling the water pump and replacing it?
Tried cleaning the threads up with a tap. And still it won't bite down.

Right angle drill with a short bit- then heli?
