Right side red loading lights front and rear and bottom stop sign lights quit working at times, hard to duplicate sometimes. Is the flasher built in the ESC?

Flasher is built in to the ESC. Check your codes and see if you have a short in the circuit. If an FET is tripping, it will show a code. Also, check the connections at the flasher plate (underneath the switch panel where 7 or so connectors are. But, what has happened in our area (may be unique to MD though) is that there is a module located in the side electrical panel low down on the left side (toward the rear) that looks like a light monitor. This unit is what can cause us to loose things intermittently without showing a code.

I have had cases before under the switch panel with bad connections, checked all the connections under there and all is good. Not sure about the light monitor you're talking about I've never seen that in side electrical panel. Haven't had a chance to check the codes.

We've had 2 things do this on ours. First was the connector in the panel over the drivers side mirror came loose and second the module under the dash at the step well heater we redid the connections with dielectric grease and solved our issues.
