There is no horn relay on that model the power comes from fuse B6 in the panel behind the cheesy door like thing just above the rt heater box, and runs to the horn Ground for the horns comes from the steering colum through the horn button. It is not unusual for both horns to be bad or for both of the wiring connectors on the horns or at the wye connection to rot out.
Assuming it has OE style horns, you can pop off the plastic bit on the horns where the plug-in connector goes...all rotten under there? I bet it is.
DO yourself a huge favor and pop that plug off of the new horns and back that area full of dielectic grease or something to keep it (or slow it) from happening again.
Thanks alot guys i tore all kinds of things apart steering wheel wiring harness even the fuse panel trying to find that relay and i will use dielectric grease and thanks again.
