Are chorme snap on cover type for schoolbus rims illegal by any federal laws???

Not to my knowledge. I've seen several school buses as well as charters with chrome covers. You do have to keep them clean to avoid surface rust, and to be honest, price-wise, you are probably better off buying a good used set of Alcoas. I can get used Alcoas for $125-150 each in my area.

Per our state bus inspector, if you have any type of wheel cover, you must remove them during your daily pre-trip inspections so that you can visually check the rims for cracks and/or damage.
