NOTE: There is no camera on the school bus in this story, disqualifying that bus to transport schoolchildren in my opinion.

When going beyond the factors of race and religion here to look at the "big picture", all in all, this seems like a badly-intended prank gone horribly wrong. If the NAACP got involved every time a student got in trouble on the bus or at school, they'd probably have to change their name.
If the stories from both sides match up to a reasonable degree (this is why cameras come in handy), then reasonable action can be taken against the involved students. Hate crime or not, crowding around the bus driver counts as not being seated. That has been a rule posted in virtually every school bus since the beginning of time (well, maybe not THAT long...) |
