Establish clear procedures for each specific emergency. A plan of action for a hurricane, for instance, will not help in the event of an earthquake.
Secure the cooperation of local authorities and coordinate efforts.
Catalog different emergencies and list areas where each might be likely.
Evaluate the likelihood of different emergencies and establish lines of authority that include any cooperating agencies involved in each case.
Set up communication methods with alternatives to phone, e.g. radios.
Estimate personnel and equipment and the time it will take to assemble.
Inform all persons involved in emergency response of all plans.
Frequently review and practice your procedures.
