The National Congress on Student Transportation's (NCST) Writing Committee must turn in drafts of proposed changes to the 2005 National Specifications and Procedures document to the Steering Committee by Nov. 16, General Conference Chair Pete Baxter said.

NCST will post the proposed changes to its Website by Nov. 30. State delegations and other interested parties will be able to comment on the drafts, as well as matters not addressed in the initial document, through Feb. 1.

Baxter also reported that the Steering Committee met recently in Louisville, Ky., and continued preparations for the 15th National Congress, scheduled for May 16-20 at the University of Central Missouri in Warrensburg, Mo.

The committee named onsite staffing positions, including Terry Voy, former Iowa state director, as the onsite congress chair; Donnie Fowler, president of the National School Transportation Association, as chair of the Technical Assistance Committee; Dr. Malloy Could as conference parliamentarian; and Bill Loshbough and Nancy Schultz, National Safety Council representatives, as conference timers.

Also at the meeting, Bill Tousley, immediate past president of the National Association for Pupil Transportation, demonstrated an electronic voting process for state delegation voting.
