School bus drivers and all other motorists in New York are now prohibited from using hand-held cell phones while driving. The ban took effect Nov. 1. Until Dec. 1, violators will receive a warning. After Dec. 1, first-time violators will receive a $100 fine. Similar legislation is pending in 42 other states.
