Judge ends N.Y. tripper service

ALEXANDRIA, Va. — A judge ruled that the Rochester-Genesee (N.Y.) Regional Transit Authority (RGRTA) must discontinue its school bus operations.

The Federal Transit Administration (FTA) ruled earlier this year that RGRTA was providing illegal school bus service for the Rochester City School District (RCSD), displacing about 70 routes previously operated by Laidlaw Education Services.

The FTA reopened the case in April but then reiterated its earlier decision, ordering RGRTA to cease and desist the school routes. RGRTA then filed suit in District Court against the FTA’s ruling. The judge denied RGRTA’s appeal, granting only a stay of the ruling until Oct. 1 — an extension from the original deadline of Sept. 6.
